Adopting a long-term historical perspective, this article examines the growing complexity and the internal tensions of state protection in Western Europe and North America. Beginning with Charles Tilly's theory about state building and organized crime, the discussion follows with a critical analysis of T. H. Marshall's article on citizenship. Arguing that state protection has become far more multifaceted than what Marshall's triadic model suggests, the article shows how this protection frequently transcends the logic of individual rights while increasing the reliance of citizens on the modern state. The last section formulates a critique of the idea formulated by theorists like Manuel Castells that globalization favors a rapid decline of state power. Yet, state protection may not necessarily grow indefinitely, and tax cuts, for example, the ones recently enacted in the United States, could seriously jeopardize a state's capacity to raise revenues and effectively fight older and newer forms of insecurity.

A World Made New is the dramatic and inspiring story of the remarkable group of men and women from around the world who participated in this historic achievement and gave us the founding document of the modern human rights movement. Spurred on by the horrors of the Second World War and working against the clock in the brief window of hope between the armistice and the Cold War, they grappled together to articulate a new vision of the rights that every man and woman in every country around the world should share, regardless of their culture or religion.

How can we make sense of human rights in China's authoritarian Party-State system? Eva Pils offers a nuanced account of this contentious area, examining human rights as a set of social practices. Drawing on a wide range of resources including years of interaction with Chinese human rights defenders, Pils discusses what gives rise to systematic human rights violations, what institutional avenues of protection are available, and how social practices of human rights defence have evolved. 

Three central areas are addressed: liberty and integrity of the person; freedom of thought and expression; and inequality and socio-economic rights. Pils argues that the Party-State system is inherently opposed to human rights principles in all these areas, and that – contributing to a global trend – it is becoming more repressive. Yet, despite authoritarianism's lengthening shadows, China’s human rights movement has so far proved resourceful and resilient. The trajectories discussed here will continue to shape the struggle for human rights in China and beyond its borders.

In 2012, the United Nations General Assembly determined that affordable Internet access is a human right, critical to citizen participation in democratic governments. Given the significance of information and communication technologies (ICTs) to social and political life, many U.S. tribes and Native organizations have created their own projects, from streaming radio to building networks to telecommunications advocacy. In Network Sovereignty, Marisa Duarte examines these ICT projects to explore the significance of information flows and information systems to Native sovereignty, and toward self-governance, self-determination, and decolonization.

By reframing how tribes and Native organizations harness these technologies as a means to overcome colonial disconnections, Network Sovereignty shifts the discussion of information and communication technologies in Native communities from one of exploitation to one of Indigenous possibility.

The age of human rights has been kindest to the rich. Even as state violations of political rights garnered unprecedented attention due to human rights campaigns, a commitment to material equality disappeared. In its place, market fundamentalism has emerged as the dominant force in national and global economies. In this provocative book, Samuel Moyn analyzes how and why we chose to make human rights our highest ideals while simultaneously neglecting the demands of a broader social and economic justice.

In a pioneering history of rights stretching back to the Bible, Not Enough charts how twentieth-century welfare states, concerned about both abject poverty and soaring wealth, resolved to fulfill their citizens’ most basic needs without forgetting to contain how much the rich could tower over the rest. In the wake of two world wars and the collapse of empires, new states tried to take welfare beyond its original European and American homelands and went so far as to challenge inequality on a global scale. But their plans were foiled as a neoliberal faith in markets triumphed instead.

Moyn places the career of the human rights movement in relation to this disturbing shift from the egalitarian politics of yesterday to the neoliberal globalization of today. Exploring why the rise of human rights has occurred alongside enduring and exploding inequality, and why activists came to seek remedies for indigence without challenging wealth, Not Enough calls for more ambitious ideals and movements to achieve a humane and equitable world.

In this vivid ethnography, Harri Englund investigates how ideas of freedom impede struggles against poverty and injustice in emerging democracies. Reaching beyond a narrow focus on the national elite, Prisoners of Freedom shows how foreign aid and human rights activism hamper the pursuit of democratic citizenship in Africa. The book explores how activists’ aspirations of self-improvement, pursued under harsh economic conditions, find in the human rights discourse a new means to distinguish oneself from the poor masses. Among expatriates, the emphasis on abstract human rights avoids confrontations with the political and business elites. Drawing on long-term research among the Malawian poor, Englund brings to life the personal circumstances of Malawian human rights activists, their expatriate benefactors, and the urban and rural poor as he develops a fresh perspective on freedom—one that recognizes the significance of debt, obligation, and civil virtues.

Does democracy reduce state repression as human rights activism, funding, and policy suggest? What are the limitations of this argument? Investigating 137 countries from 1976 to 1996, State Repression and the Domestic Democratic Peace seeks to shed light on these questions. Specifically, it finds that electoral participation and competition generally reduces personal integrity violations like torture and mass killing; other aspects of democracy do not wield consistent influences. This negative influence can be overwhelmed by conflict, however, and thus there are important qualifications for the peace proposition.

The Land of Open Graves reveals the suffering and deaths that occur daily in the Sonoran Desert of Arizona as thousands of undocumented migrants attempt to cross the border from Mexico into the United States.

Drawing on the four major fields of anthropology, De León uses an innovative combination of ethnography, archaeology, linguistics, and forensic science to produce a scathing critique of “Prevention through Deterrence,” the federal border enforcement policy that encourages migrants to cross in areas characterized by extreme environmental conditions and high risk of death. For two decades, systematic violence has failed to deter border crossers while successfully turning the rugged terrain of southern Arizona into a killing field. Featuring stark photography by Michael Wells, this book examines the weaponization of natural terrain as a border wall: first-person stories from survivors underscore this fundamental threat to human rights, and the very lives, of non-citizens as they are subjected to the most insidious and intangible form of American policing as institutional violence.

Using over 12,000 previously classified documents made available through the Freedom of Information Act, David Cunningham uncovers the riveting inside story of the FBI’s attempts to neutralize political targets on both the Right and the Left during the 1960s. Examining the FBI’s infamous counterintelligence programs (COINTELPROs) against suspected communists, civil rights and black power advocates, Klan adherents, and antiwar activists, he questions whether such actions were aberrations or are evidence of the bureau’s ongoing mission to restrict citizens’ right to engage in legal forms of political dissent. At a time of heightened concerns about domestic security, with the FBI’s license to spy on U.S. citizens expanded to a historic degree, the question becomes an urgent one. This book supplies readers with insights and information vital to a meaningful assessment of the current situation.

There’s Something Happening Here looks inside the FBI’s COINTELPROs against white hate groups and the New Left to explore how agents dealt with the hundreds of individuals and organizations labeled as subversive threats. Rather than reducing these activities to a product of the idiosyncratic concerns of longtime director J. Edgar Hoover, Cunningham focuses on the complex organizational dynamics that generated literally thousands of COINTELPRO actions. His account shows how—and why—the inner workings of the programs led to outcomes that often seemed to lack any overriding logic; it also examines the impact the bureau’s massive campaign of repression had on its targets. The lessons of this era have considerable relevance today, and Cunningham extends his analysis to the FBI’s often controversial recent actions to map the influence of the COINTELPRO legacy on contemporary debates over national security and civil liberties.
